As we approach the fifth anniversary of when the COVID-19 pandemic first hit the United States, eventually taking more than one million American lives, most people’s daily routines have gone back to normal. However, federal prosecutors around the country continue to bring numerous cases based the alleged misuse of government-provided funds sent to help businesses survive the economic crisis stemming from the coronavirus lockdown. 

In late October, the Department of Justice announced that the owners of a Colorado funeral home pleaded guilty to conspiracy to commit wire fraud stemming from the misappropriation of more than $800,000 in pandemic relief funds. Jon and Carie Hallford ran the Return to Nature Funeral Home from locations in Penrose and Colorado Springs. According to court documents, the Hallfords used the money they received to finance a lavish lifestyle, which included purchasing luxury vehicles, making cryptocurrency investments and going on extravagant trips. Under the plea agreement, the U.S. Attorney’s Office for the District of Colorado agreed not to seek sentences longer than 15 years for the couple. 

Along with their federal conviction for financial misconduct, the Hallfords are also facing serious state fraud allegations related to their cremation services. According to the charges, the Return to Nature owners stored nearly 200 bodies of deceased individuals that had been transferred to them for cremation. Allegedly, the ashes the Hallfords provided to bereaved families were not those of their deceased loved ones, violating the trust and dignity of the people who paid for their services.   

Though the details associated with the Hallfords’ case might be unique, fraud prosecutions for the alleged misuse of pandemic relief money are extremely common. In fact, the Department of Justice has a task force dedicated solely to this issue. Since its establishment, more than 3,500 defendants have been charged criminally and over $1.4 billion has been recovered. While the urgency associated with the worst days of the COVID-19 crisis might have led to the transfer of funds without a great deal of oversight, the government is now taking a closer look at the validity of these disbursements.
